ERC files a law alone to "enable" the Catalan Treasury to collect personal income tax.

ERC is kicking off the political year with a clear objective: its own treasury . The party will file a proposal in Congress this week explicitly "enabling" the Catalan Tax Agency (ATC) to manage personal income tax . This measure, as party president Oriol Junqueras and its spokesperson in the Lower House, Gabriel Rufián , stated in a press conference, could be extended to other autonomous regions with a common system if they so wish.
The text has not yet been made public, although both leaders made it clear that they are simply putting in writing the commitment they extracted from the Socialists in the summer of 2024, in exchange for facilitating the investiture of Salvador Ill as president of the Generalitat. The initiative also allows the Republicans to send a message to both the PSOE and the PSC that this issue is a priority: without it, they will not sit down to negotiate the General State Budget (PGE) and that of the Generalitat.
Its seven deputies are decisive, and to ensure the initiative's approval, it is also necessary to bring together other forces. The two parties that form part of the government, the Socialists and Sumar, are also joined by the other parties that voted in favor of the investiture of Prime Minister Pedro Sánchez.
Among them is Junts , which sees the foundations agreed upon by the central and Catalan governments in mid-July as insufficient. In this way, they began to outline the major prerogative that ERC obtained in the summer of 2024, in exchange for facilitating the investiture of the president of the Generalitat and leader of the PSC, Salvador Illa.
Junqueras recalled that the agreement was endorsed by both the Catalan Socialists and the PSOE federal executive, and, he said, there is resistance to fulfilling it. For this reason, in recent weeks, the ERC has focused its attention on the First Vice President and Minister of Finance, María Jesús Montero , accusing her of being more focused on her candidacy in the upcoming Andalusian elections than on fulfilling her obligations to the Republicans.
"We have to find a way for the Socialist Party" to fully comply with what was agreed upon, Junqueras asserted, also calling on Junts to support the agreement. He also criticized them for the fact that the "Catalan pro-independence right" has been voting "with the PP and Vox" in Congress for a year.
Junqueras also emphasized that, although the Republicans are presenting the text alone , its wording is limited to complying with the bases agreed upon by the central and Catalan governments, and with the Master Plan on how to strengthen the Catalan Treasury, which he presented at the end of July. This work was carried out by Indra and proposed a progressive development in three phases between now and the end of the decade.
